138 water according to some gossip websites is an excuse to get models/celebrities to come to Dubai where they do this phony photo set and then prostitute themselves for a nice hefty fee to the Arab businessmen/princes there. This is much like the hot women spending time on yachts during the Cannes film festival – they are there to pick up a large sum of money for being a famous or semi-famous celebrity and prostituting themselves for the wealthy men who can afford their fee – sometimes the fee is 6 figures.
